Notice of public meeting – Planning Advisory Committee meeting on Monday, April 15th
Notice of Public Meeting and Notice of Application for Approval of a Plan of Subdivision and Zoning By-Law Amendments under Section 51 (20) (a), 51 (21), and 34 of the Planning Act
Public Meeting Date: Monday, April 15th, 2013 at 7 pm, Council Chambers, City Hall (360 Pitt Street, Cornwall, Ontario).
Application(s) for consideration of a Draft Plan of Subdivision (Folder 286), and Amendments to the City of Cornwall Comprehensive Zoning By-law.
Subject: The City of Cornwall has received an application for approval of a Plan of Subdivi-sion (Folder 286), and amendments to the Zoning By-law, as shown on Map 1, for the land described as Part of the East Half of 7, Concession 2.
These lands are presently zoned Residential 20 (Res20) and designated in the Official Plan as Urban Residential. The lands are located north of Eleventh Street East and West of McConnell Avenue.
Proposed Plan of Subdivision and Related Zoning By-Law Amendments
The application is to consider a request for a Draft Plan of Subdivision of the sub-ject lands. This proposed Plan of Subdivision consists of approximately 1.992 hec-tares (4.9 acres) and is comprised of nine (9) semi-detached lots, four (4) Town-house blocks, and 1 block for a pumping station. The effect of the Draft Plan is to enable the registration of a subdivision plan for these lands which are suitable for residential development. At this meeting, a corresponding Zoning By-Law Amendment to consider exceptions to the Residential 20 (Res 20) Zoning will be considered.
The major exceptions include a reduction in rear yards for the multi units ranging from 7.5 to 8.25 metres when the Zoning By-law requires 13.5 metres, as well, for eight (8) units per townhouse block to be recognized when the By-law permits six (6) units per townhouse block. Some of the semi-detached lots will also require a zoning exception to consider reduction in rear yards.
The property to which this application applies is indicated by the hatched area on the Key Map above. For more information, please contact Mary C. Joyce-Smith, Senior Planner and Subdivision Folder 286 and Zoning File Z-01-13.
Additional Information – For more information regarding the proposed Plan of Subdivision and Zoning By-law Amendments, please contact Mary C. Joyce-Smith, Senior Planner, 613-930-2787, extension 2335, Planning Division, 100 Water Street East, 2nd Floor, Corn-wall Civic Complex, Cornwall, during regular office hours and refer to Subdivision Folder 286, when making enquiries.
If a person or public body does not make oral submissions at the public meeting or make written submissions to the PAC in respect of the proposed Plan of Subdivi-sion before the approval authority gives or refuses to give approval to the Plan of Subdivision, the person or public body is not entitled to appeal the decision of the City of Cornwall’s PAC to the Ontario Municipal Board.
If a person or public body does not make oral submissions at the public meeting or make written submissions to the PAC in respect of the proposed Plan of Subdivi-sion before the approval authority gives or refuses to give approval to the pro-posed Plan of Subdivision, the person or public body may not be added as a party to the hearing of an appeal to the Ontario Municipal Board, unless, in the opinion of the Board, there are reasonable grounds to do so.
At this meeting, it is the intention of the Committee to review applications/initiatives and hear objections, comments, or receive briefs before making a rec-ommendation to City Council.
