Tim Mills to Transition from South Dundas to Cornwall as Chief Administrative Officer

MORRISBURG, ON / CORNWALL, ON – The Municipality of South Dundas has announced the resignation of Chief Administrative Officer (CAO) Tim Mills, effective February 21, 2025. Mills will step into the role of CAO for the City of Cornwall on February 24, 2025, marking a significant leadership transition for both municipalities.

During his time in South Dundas, Mills made a lasting impact by driving key development milestones, fostering residential and commercial growth, and enhancing municipal services. His leadership emphasized innovation and collaboration, creating a culture of excellence within the municipality. Reflecting on his tenure, Mills expressed his appreciation for the team and community he worked with.

“Working with a Council dedicated to community engagement and good governance has been incredibly rewarding,” said Mills. “The collaborative spirit of our senior leadership team and staff has made South Dundas an exceptional workplace.”

South Dundas Mayor Jason Broad praised Mills’ contributions, noting the positive legacy he leaves behind. “Tim’s collaborative leadership style and commitment to excellence have significantly advanced our municipality,” said Broad. “His focus on development and community-driven initiatives will benefit our residents for years to come.”

Mills will bring this leadership experience to his new role as CAO for the City of Cornwall. With a career spanning over 30 years, Mills has a proven track record in public service, education, and community development. In addition to his tenure in South Dundas, he previously served as CAO for the Township of South Glengarry and as Superintendent of Schools with the Upper Canada District School Board.

Cornwall Mayor Justin Towndale welcomed Mills with enthusiasm. “Mr. Mills’ local roots and wealth of experience make him ideal for this important leadership position,” said Towndale. “I also would like to thank Tracey Bailey for her leadership as the interim CAO during this time.”

A long-time resident of the Cornwall area, Mills has deep connections to the community. He has volunteered with organizations such as the Boys and Girls Club, United Way, and the Cornwall Tourism Development Fund, highlighting his dedication to local initiatives. He and his spouse Robyne are proud parents of four adult children and grandparents to three.

Mills expressed excitement for his new role and vision for Cornwall’s future. “I’m deeply honoured to be appointed as Cornwall’s CAO,” said Mills. “As someone who has strong ties to this community, I’m passionate about contributing to its growth and success. I look forward to working with Council, City staff, and residents to build on Cornwall’s strengths and continue making it a vibrant and thriving community for everyone.”

As Cornwall prepares to welcome Mills, the Municipality of South Dundas will begin its search for a new CAO to continue its momentum. Mills’ leadership journey reflects a shared commitment to progress and community-driven growth, setting the stage for exciting developments in both municipalities.
