Landfill Life Expectancy Extended to 2047
On November 10, Council learned that recent waste management measures, such as the clear bag policy, green bin program, and biosolids diversion, have extended the landfill’s expected life from 2041 to 2047. The Infrastructure Services report highlighted that these initiatives, adopted in 2025, significantly improved waste diversion.
Administration indicated that residents and businesses should be commended for their efforts. One highlighted area was organics collection/green bin program. Cornwall is on track to divert approximately 4,620 tonnes of organic material in 2025, representing an 81.1 per cent capture rate.
Various initiatives over the past 10+ years have dramatically altered the projected closure date of the landfill, which in 2012 was predicted to be 2028.
Massey Commons Construction Update
Council received an update on the Massey Commons site, where construction is expected to finish by June 23, 2026. Work began with demolition from August to October after mobilization in late July. Currently, exterior wall framing is underway, with plans to seal the building before December ends so that interior work can continue through the winter. Roofing has started, and windows are scheduled to be installed in mid-December.
The housing will fully meet Barrier Free Building code requirements, providing fair access for all residents. The building will include heat pumps, energy-efficient windows, and other upgrades designed to improve energy efficiency.
Council Authorizes Connecting Links Funding Application
Council has approved applying for funding from the Ministry of Transportation’s Connecting Links Program, which can cover up to 90% of costs for road projects on designated highways. The City seeks support for reconstructing Brookdale Avenue from Ninth to Fourteenth Street West, with an estimated cost of $4.5 million. Connecting Links are municipal roads linking provincial highways or international crossings. On October 27, Council also endorsed a major improvement plan for Brookdale Avenue from Seventh to Fourteenth Street West.
Neha Chugh Appointed as New AMPS Hearing Officer
Council appointed Neha Chugh, a Cornwall lawyer, as the new Hearing Officer for the City’s Administrative Monetary Penalty System (AMPS). This ensures fairness and efficiency in AMPS, which modernizes by-law enforcement.
New Name is Age Friendly
Council voted to give the Senior Friendly Community Committee a more inclusive title – the Age Friendly Community Committee. The discussion and vote came up during reports on and the approving of the revised Terms of Reference for the committee, as well as for the City of Cornwall Heritage Committee (Heritage-Patrimoine Cornwall).
