WARRANT, FAIL TO COMPLY, POSSESSION PROPERTY OBTAINED BY CRIME, TRAFFICK IN SCHEDULE I SUBSTANCE
Cornwall, ON – Mathieu Duplantie, 37, from Cornwall, was arrested on Nov. 30, 2025, on the strength of an outstanding warrant and charged with the following:
- Fail to comply with probation order
- Possession of property obtained by crime under $5,000
- Traffick in Schedule I substance – cocaine
In September 2024, the Cornwall Police Service and the Ontario Provincial Police-led Provincial Weapons Enforcement Unit (PWEU) launched Project FESTER to investigate alleged drug and firearms trafficking within the City of Cornwall. Two criminal networks were identified – one allegedly trafficking illicit substances in the City of Cornwall, and a second allegedly trafficking firearms in Ottawa and Akwesasne.
On Oct. 8, 2025, six search warrants were executed in Cornwall, Ottawa and Akwesasne. As a result, 35 illegal firearms were seized as well as more than $2 million in drugs – including cocaine and fentanyl. Fifteen individuals were arrested, and warrants were issued for five others.
During the investigation, the man allegedly sold drugs to an undercover officer. A warrant was subsequently issued for his arrest.
On Nov. 30, 2025, the man was located by a CPS officer, who was on general patrol. He was charged accordingly and held for a bail hearing.
WARRANT, FAIL TO COMPLY, SHOPLIFTING
Cornwall, ON – A 32-year-old man from Cornwall was arrested on Nov. 28, 2025, on the strength of an outstanding warrant and charged with two counts of fail to comply with probation order as well as two counts of theft under $5,000 – shoplifting.
It is alleged on Oct. 18, 2025, the man was bound by a probation order with the relevant condition to keep the peace and be of good behaviour. It is also alleged on this date, the man attended a Second Street East business, selected merchandise and left the store without making an attempt to pay for the item. Police were contacted and an investigation ensued. A warrant was subsequently issued for his arrest.
It is further alleged on Oct. 23, 2025, the man was bound by a probation order with the relevant condition to keep the peace and be of good behaviour. It is also alleged on this date, the man attended a Second Street East business, selected merchandise and left the store without making an attempt to pay for the items. Police were contacted and an investigation ensued.
On Nov. 28, 2025, a CPS officer was dispatched to the courthouse, where the man was in custody. The warrant was executed, he was charged accordingly and returned to cells to await a bail hearing.
FAIL TO COMPLY, SHOPLIFTING
Cornwall, ON – A 25-year-old man from Ottawa was arrested on Nov. 28, 2025, and charged with two counts of fail to comply with probation order and two counts of theft under $5,000 – shoplifting.
It is alleged on July 27, 2025, the man was bound by a probation order with the relevant conditions to keep the peace and be of good behaviour. It is also alleged on this date, the man attended a Ninth Street West business, selected merchandise and left the store without making an attempt to pay for the item. Police were contacted and an investigation ensued.
It is further alleged on July 28, 2025, the man was bound by a probation order with the relevant conditions to keep the peace and be of good behaviour. It is also alleged on this date, the man attended a Second Street East business, selected merchandise and left the store without making an attempt to pay for the items. Police were contacted and an investigation ensued.
As a result of the investigations, members of the CPS formed reasonable and probable grounds for the man’s arrest. On Nov. 28, 2025, police were dispatched to the courthouse, where the man was in custody. He was charged accordingly and returned to cells to await a bail hearing.
DOMESTIC ASSAULT, DOMESTIC MISCHIEF
Cornwall, ON – A 33-year-old woman from Cornwall was arrested on Nov. 28, 2025, and charged with domestic assault and domestic mischief. On Nov. 25, 2025, police responded to an intimate partner violence complaint, and an investigation ensued. It is alleged on this date, the woman punched her ex-spouse in the face and damaged his property. Police developed reasonable and probable grounds for her arrest. On Nov. 28, 2025, the woman attended police headquarters to address the matter. She was taken into custody, charged accordingly and later released to appear in court on Dec. 9, 2025.
MISCHIEF
Cornwall, ON – A 66-year-old man from Cornwall was arrested on Nov. 28, 2025, and charged with mischief under $5,000. On Oct. 3, 2025, police were dispatched to a suspicious person complaint, and an investigation ensued. It is alleged on Oct. 1, 2025, the man damaged his tenant’s property. As a result of the investigation, police developed reasonable and probable grounds for the man’s arrest. On Nov. 28, 2025, he attended police headquarters to address the matter. The man was taken into custody, charged accordingly and later released to appear in court on Dec. 30, 2025.
UTTERING THREATS, ASSAULT CAUSING BODILY HARM, DOMESTIC ASSAULT
Cornwall, ON – A 36-year-old man from Cornwall was arrested on Nov. 28, 2025, and charged with the following:
- Uttering threats to cause death or bodily harm – domestic
- Assault causing bodily harm – choke, suffocate or strangle
- Domestic assault
On Nov. 28, 2025, CPS officers were dispatched to an intimate partner violence complaint, and an investigation ensued. It is alleged on Nov. 25, 2025, the man threatened to kill his spouse, choked the woman and assaulted her. He was located by police, taken into custody and charged accordingly. The man was later released to appear in court on Dec. 23, 2025.
FAIL TO COMPLY
Cornwall, ON – A 43-year-old woman from Cornwall was arrested on Nov. 28, 2025, and charged with three counts of fail to comply with probation order. On Nov. 28, 2025, police were dispatched to an intimate partner violence complaint, and an investigation ensued. It is alleged on this date, the woman was bound by a probation order with the relevant conditions to keep the peace and be of good behaviour, to not contact or communicate with her ex-boyfriend and to not attend his residence. It is also alleged on this date, the woman attended her ex-boyfriend’s residence and was in contact with the man. She was located by police, taken into custody and charged accordingly. The woman was held for a bail hearing.
ASSAULT
Cornwall, ON – A 41-year-old man from Cornwall was arrested on Nov. 28, 2025, and charged with three counts of assault. On Nov. 28, 2025, police responded to a dropped 9-1-1 call, and an investigation ensued. The investigation revealed the man allegedly assaulted his wife and their daughter. He was located by police, taken into custody and charged accordingly. The man was held for a bail hearing.
FAIL TO COMPLY, OPERATION WHILE PROHIBITED
Cornwall, ON – A 40-year-old man from Cornwall was arrested on Nov. 29, 2025, and charged with two counts of fail to comply with probation order and one count of operation while prohibited. On Nov. 29, 2025, police responded to a suspicious vehicle complaint, and an investigation ensued. It is alleged on this date, the man was bound by two separate probation orders, each with the relevant condition to keep the peace and be of good behaviour. It is also alleged the man was operating a motor vehicle while under suspension. He was located by police, taken into custody and charged accordingly. The man was later released to appear in court on Dec. 30, 2025.
USE OF CREDIT CARD, POSSESSION PROPERTY OBTAINED BY CRIME, FAIL TO COMPLY
Cornwall, ON – A 32-year-old woman from Cornwall was arrested on Nov. 29, 2025, and charged with the following:
- Two counts of use of credit card
- Possession of property obtained by crime under $5,000
- Fail to comply with release order
On Sept. 9, 2025, a CPS Community Safety Officer began investigating a theft from motor vehicle which occurred on Sept. 6, 2025. The investigation revealed the woman allegedly used a stolen credit card to make fraudulent transactions and was in possession of property obtained by crime. As a result, police developed reasonable and probable grounds for her arrest.
It is further alleged on Nov. 29, 2025, the woman was bound by a release order with the relevant condition to remain in her residence at all times with specific exceptions. On this date, police located the woman and determined she was breaching the conditions of her release order. She was taken into custody, charged accordingly and held for a bail hearing.
ASSAULT
Cornwall, ON – A 20-year-old woman from Cornwall was arrested on Nov. 29, 2025, and charged with assault. On Nov. 10, 2025, a CPS officer was dispatched to an assault complaint, and an investigation ensued. It is alleged in the early morning hours of Nov. 10, 2025, the woman assaulted an individual known to her at a Thirteenth Street West establishment. On Nov. 29, 2025, the woman was located by a CPS officer. She was taken into custody, charged accordingly and later released to appear in court on Dec. 30, 2025.

It is alleged on Oct. 30, 2025, the man was bound by a probation order with the relevant conditions to keep the peace and be of good behaviour and to not attend a specific business in the City of Cornwall. It is also alleged on this date, the man attended the Ninth Street West business he was prohibited from visiting, selected merchandise and left the store without making an attempt to pay for the items. Police were contacted and an investigation ensued. A warrant was subsequently issued for the man’s arrest.
It is further alleged on Nov. 1, 2025, the man was once again bound by a probation order with the relevant conditions to keep the peace and be of good behaviour and to not attend a specific business in the City of Cornwall. It is alleged on this date, the man attended the Second Street East business he was prohibited from visiting, selected merchandise and left the store without making an attempt to pay for the items. Police were contacted and an investigation ensued. Another warrant was subsequently issued for the man’s arrest.
On Nov. 30, 2025, he was located by a CPS officer, who was on general patrol. The warrant was executed, the man was charged accordingly and held for a bail hearing.
FAIL TO COMPLY
Cornwall, ON – A 19-year-old man from Cornwall was arrested on Nov. 30, 2025, and charged with fail to comply with release order. It is alleged on Nov. 30, 2025, the man was bound by a release order with the relevant condition to not be within 100 metres of any place he knows his ex-girlfriend to live, work or frequent. It is also alleged on this date, the man was involved in a motor vehicle collision within 100 metres of his ex-girlfriend’s residence. The man was subsequently located by police. He was taken into custody, charged accordingly and held for a bail hearing.
FAIL TO COMPLY, POSSESSION OF WEAPON FOR DANGEROUS PURPOSE, ASSAULT WITH WEAPON, UTTERING THREATS, MISCHIEF
Cornwall, ON – A 15-year-old youth from Cornwall was arrested on Nov. 30, 2025, and charged with the following:
- Fail to comply with undertaking
- Possession of weapon for dangerous purpose
- Assault with a weapon
- Uttering threats to cause death or bodily harm
- Mischief under $5,000
On Nov. 30, 2025, members of the CPS responded to a family dispute, and an investigation ensued. It is alleged on this date, the youth was bound by an undertaking with the relevant condition to not damage home or items in anger. It is also alleged on this date, the youth brandished an edged weapon, threatened to kill a family member and damaged property in the residence. The youth was later located by police. He was taken into custody and charged accordingly under the Youth Criminal Justice Act. The youth was held for a bail hearing.
FAIL TO COMPLY, SHOPLIFTING
Cornwall, ON – A 23-year-old woman from Cornwall was arrested on Nov. 30, 2025, and charged with fail to comply with probation order as well as theft under $5,000 – shoplifting. It is alleged on June 25, 2025, the woman attended a Second Street East business, selected merchandise and left the store without making an attempt to pay for the items. Police were contacted and an investigation ensued. Reasonable and probable grounds were developed for the woman’s arrest. On Nov. 30, 2025, she was located by CPS officers, who were dealing with an unrelated matter. The woman was taken into custody, charged accordingly and later released to appear in court on Jan. 15, 2026.
